There seems
to have been an idea to put a lot of public space and or parks into common
housing sites in the 19-teens and Philadelphia city planning.
Probably WWI
threw a wrench into proposed city planning and the ideal to lay out housing developments.
The demand for housing after the war probably outstripped any concerns for
livability of neighborhoods etc.
